Why haven’t Al Gore or James Hansen noted this 1922 article in their statements and research?

Five of the USA's ten warmest years in modern recorded history occurred in the 1930s, not terribly long after this article. I wonder, if large government research grants had been available, if scientists would have claimed a global warming crisis then? Would the blame have been placed on CO2 or something else?
