How can I get my car to rev higher?

I have a 2004 Celica Gt-s and Im getting the MWR stage 2 piper cams and valves which will let my car get up to 9000 rpm without breaking, but I need to know what the best ecu or rev limiter I can get to let my car get passed the 8300 rev limiter
