Pony scared of the wind?

My pony Cody, a 13.2hh 11yo, has had a huge fear of wind since before we bought him. Every time I ride him in windy weather, he spooks every few minutes and refuses to jump one tyre jump covered in old bits of a bush. He goes very fast at a canter in the wind, so I always have to trot. As I am quite a nervous rider, riding in the wind can be quite scary. What can I do to calm him down? Any tips?
