Can I get a good, deep tan if it's windy and only 90 degrees outside?

I'm in Phoenix right now. It's 8:43 and about 85 degrees, and i'm alone. I'm 15 (I'm in the hotel alone, and my dad's at work) and I plan on being outside for quite a long time. The high will be 100...BUT Its supposed to get very windy today. I really want to get a deep tan...Will I get one today?
