Cop took license for running a stop sign?

My friend just recently moved to Chicago which I'm sort of familiar with the Windy City traveling there a lot from Detroit but he told me that he just accidentally ran a stop sign and a cop pulled him over and took his license and told him he'll get it back when he "posts bond"...is that normal? I asked my dad who was in criminal justice and he said he's never heard of it for running a stop sign with a spotless record...
