Do soldiers have a "right" to morale calls while on deployment in iraq?

a soldier works at the ssa..there are three shifts...7-3, 3-11, 11-7....the soldier is requesting to work any shift other than 7-3...reason being, the soldiers spouse is currently in Afghanistan and during those hours are the only time the soldiers spouse can make it to the MWR for phone usage...the soldiers Chief warrant knows this and still refuses to work with the soldier...does the soldier have a valid IG complaint (chain of command doesn't seem concerned either)
