A lot of people think 68 fahrenheit is cold , is it?

Am going to Anaheim, California in 2 days, and it says it is going to be around 68, 69,70's fahrenheit. Is that cold ? I already bought some shorts to go to disneyland , but i dont know if its going to be too cold to wear them. Am also going to Hungliton Beach, and I dont know if the water is cold, or it might be Windy and nasty. I went to California around August and it was warm and nice. But this time it June and I dont know what weather it is going to be. Please Answer as soon as possible. Thanksss (:
