Iphone in Afghanistan?

Is there any app/service you can use on the iphone to call from Afghanistan for cheap? I know you can call from the US to Afghanistan, but I need a cheap way for a soldier to call home to another iphone. They are not at a FOB where they can use phones at the MWR with calling cards.
