Do you think this is alright to do this do a dog?

My neighbors keep their dog locked outside ALL day and ALL night with no food or water. They made a tiny space in their backyard in the rocks that she is kept in. She cries all day at the fence and freaks out when its windy or raining, etc. It really breaks my heart. What can we do to help her? Do you think it's alright?
